In general, there can be a certain max. amount of money they are able to spend (that’s why we sometimes have a daily limit on installs) or it may be an open campaign (no limit = no max. number of app installs). To keep it fair and transparent, advertisers pay you for each defined campaign goal separately — so make sure that your campaign is hitting the targets specified in the campaign.
